Piloting the implementation of policies supporting women-owned SMEs under Government of Vietnam Decree 80/2021/ND-CP – USAID LinkSME Project

Review of background documents and other secondary data relevant to the overall assignment, including Decree 80/2021/ND-CP, an overview of relevant GVN-organized Business Support Organizations (BSOs), and documents describing the scope of the USAID LinkSME Project.

Conduct a capacity development needs assessment among BSOs on the implementation of Decree 80 for women-owned SMEs. Approach and in-depth interview 40 BSOs to analyze the abilities and training needs.

Develop the training package for BSOs on guiding the implementation of policies supporting women-owned SMEs under Decree 80/2021/ND-CP.

Deliver two training courses for selected BSOs.

Investigate the need to access policies to support women-owned SMEs under Decree 80/2021/ND-CP – 100 women-owned SMEs.

Collaborate with Agencies for Enterprise Development (AED) and BSOs to select 10 women-owned SMEs and conduct in-depth surveys for each SME to assess their capacity gaps, the need for support, and their commitment and potential for receiving the support.

For each of the 10 SMEs, develop a technical assistance implementation plan that includes the findings of the needs assessment and will include recommendations on applying for technical assistance in line with the scope of subsidy as described in Decree 80/2121/ND-CP.
